Two adjoining textile mills in Rossendale, Lancashire. Higher Mill (1789) was a fulling mill for finishing woollen cloth, while Whitaker's Mill was a cotton-spinning mill. Together they illustrate the complete story of the Lancashire textile industry, with working water-powered machinery.
